FED:Unemployed should take rural jobs: Truss
By Melissa Jenkins
MELBOURNE, Aug 27 AAP - The Nationals will push for the federal coalition to adopt
a policy of denying unemployment benefits to anyone who refuses work in regional centres.
Tying skilled migrants to regional areas and providing tax incentives for business
are other key parts of the junior coalition partner's regional investment strategy unveiled
on Saturday.
Leader Warren Truss said tough measures were needed to encourage unemployed people
in the cities to take jobs elsewhere.
"Along with the carrot approach we should build into our strategy something of a little
stick," he told the party's federal council meeting in Canberra.
"Young mobile welfare recipients who refuse to take up gainful employment in the regions
should not expect to continue to receive those benefits."
Mr Truss said it was crucial to attract skilled and non-skilled workers to the regions
as farmers recover from floods, drought and the global financial crisis.
He said more than 100,000 jobs in agriculture - 80,000 for skilled labour and 22,000
for entry-level roles - would go begging because of labour shortages.
"Tying new migrants to regional locations experiencing skilled and non-skilled labour
shortages for a specified period can fill the gaps," he said.
Under the medical rural bonded scholarship scheme, doctors are required to live and
work in the bush for a minimum of six years.
"This is a scheme which can surely be extended to other professions, professions that
are in need and demand in regional areas," Mr Truss said.
Mr Truss said agriculture and horticulture apprentices should be reinstated on the
national skills list.
He said tax incentives were important to encourage people to start up or relocate businesses
to the regions.
Mr Truss also called for a tertiary access allowance to help support regional tertiary
students who have to move away from home to study and pledged that a coalition government
would have a dedicated minister for regional health.

QLD:Qld growth short of predictions: Bligh
BRISBANE, Dec 1 AAP - Queensland's economy grew 2.3 per cent last financial year, short
of the three per cent predicted.
Premier Anna Bligh revealed the figure, from the state's upcoming annual economic report,
as she laid out the challenges Queensland will face next year.
"Today's national accounts show that the recovery in Queensland, however, is still
gathering pace," she said at an economic lunch in Brisbane on Wednesday.
Ms Bligh said strong growth in private capital investment had been recorded but warned
the state's economic recovery would continue to face challenges in 2011.
She said a strong Australian dollar would have an impact on areas like export revenues.
"And that translates straight through to our budget and royalties, I think, will need
to be written down because they're paid in American dollars," she said.
The housing and construction industry also remained subdued, she said.
Ms Bligh listed three key challenges for the new year - managing booming growth in
mining regions, the slow recovery of tourism and construction, and modernising and diversifying
the state's economy with emerging industries.
She said this year had been a tough one, in which her own popularity had taken a hit.
"I'll certainly enjoy putting 2010 in the rear vision mirror and 2011, I think, holds
a lot of promise for Queensland," she said.
A weekend Galaxy poll gave the opposition Liberal National Party a 20-point lead over
Labor, two-party preferred.

Fed: Swan plays down speculation of rent resource tax
Federal Treasurer WAYNE SWAN has played down speculation the government is preparing
to slug Australian mining companies 5 billion dollars a year with a resources rent tax.
The plan to impose a new national resource rent tax .. to be collected by the commonwealth
.. has been widely tipped to be part of the Rudd government's response to the Henry tax
review.
The review and the government's response to it will be published next Sunday.
Mining company executives have told The Weekend Australian a federal resources rent
tax on top of the 7 billion dollars already paid in state royalties was the worst-case
scenario that could stop projects going ahead or limit expansion.
The review .. carried out by Treasury secretary KEN HENRY .. is believed to recommend
the rate be set at 40 per cent of mining industry profits and replace state royalties.
Mr SWAN has told Sky News in Washington that he wouldn't speculate on what was in the
Henry review .. or the government's response .. and many of the articles about it are
simply inaccurate.

Qld: Police to target drunken behaviour
BRISBANE, Dec 11 AAP - Queensland will put 800 extra police on the streets over the
weekend to combat alcohol-fuelled violence and antisocial behaviour.
Queensland will join the nationwide Operation Unite to combat a wave of violent behaviour
and police will continue with Operation Merit, a two-month campaign to tackle antisocial
behaviour, including drink-driving.
Assistant Police Commissioner Ian Stewart said Operation Unite would target alcohol-fuelled
illegal behaviour.
"It won't just be the clubs and the pubs, it will be any event or incident that alcohol
might be fuelling," Mr Stewart said.
"Operation Merit, which is our ongoing work targeting similar-type behaviour, will
continue through this weekend," he said.
He said police would intervene if people show signs of drunkenness.
The two-week-old Operation Merit snared people on 191 charges last weekend, Police
Minister Neil Roberts told reporters.
"The community has sent a very strong message to the government that it's basically
had enough of alcohol-fuelled antisocial behaviour, particularly in the major entertainment
precincts," the minister said.
"An additional $1.5 million will fund around 16,000 additional overtime hours for the
police service across the state, mainly focused in the major entertainment areas."
Mr Stewart gave no reason for the surge in alcohol-fuelled crime and said he hoped
a parliamentary inquiry into alcohol and its effects, due to report early in 2010, would
provide some answers.
"We expect people to act responsibly," he said.
"It shouldn't take the police to have to lock someone up to teach them that they shouldn't
shove a glass in someone's face or bash someone unmercifully who they (didn't) even know
two seconds before."

FED: Brandis defends Costello's leadership comments
CANBERRA, Aug 22 AAP - A senior Liberal has defended the way Peter Costello publicly
ruled out challenging Brendan Nelson for the coalition leadership.
"He (Mr Costello) was asked a question (and) having been asked a question he gave a
direct answer to it," Liberal Senator George Brandis told ABC Television last night.
"How could he do better than that?"
Senator Brandis' comments followed Mr Costello's cryptic appearance at the opening
of new Victorian senator Helen Kroger's electorate office yesterday when, after being
asked whether he intended to challenge for the leadership, he said: "Well I am not. Everybody
knows that."
But he gave no clarification about whether he might enter the fray if ambitious treasury
spokesman Malcolm Turnbull put his hand up for the leadership or if he could be drafted
if Dr Nelson stepped aside.
Senator Brandis, a Costello supporter, said he had no idea whether Mr Costello had
changed his mind and decided not to retire, as he said he would following last year's
federal election.
"He's said nothing on the public record (since then) ... and I'm not aware of anything
he's said privately which would cause one to doubt the finality of the decision he announced."
Speculation about Mr Costello's future remains intense ahead of the release of his
memoirs next month, when he is expected to make clear whether he will stay or leave politics.

Vic: Man charged over Vizard break-in faces court
By Melissa Jenkins
MELBOURNE, Dec 15 AAP - A man accused of breaking into disgraced millionaire businessman
Steve Vizard's mansion has also been charged with stabbing a man during a Melbourne street
robbery almost 14 hours later.
A burglar broke into the former television personality's home in Orrong Road, Toorak,
about 4.30am (AEDT) yesterday.
Vizard's 16-year-old daughter Stephanie alerted her parents after she woke to find
a man in her bedroom.
She said she pretended she was asleep while the intruder was in the room and initially
thought it was one of her brother's friends.
"Then I realised it wasn't, so I just kind of pretended to play dead and then just
waited until I heard the gate click," she said.
Stephanie Vizard labelled her father "an action hero" after he chased and tackled the intruder.
The intruder eventually escaped through the back gate of the millionaire's home.
Richard Lovett, 27, of Collingwood, who appeared in the Melbourne Magistrates Court
today charged with trespass and stealing five notebook computers from the Vizard home,
worth $10,000 according to documents tendered to the court.
Lovett faced five other charges over an unrelated stabbing in Harmsworth Street, Collingwood,
about 6pm yesterday, including intentionally causing serious injury, armed robbery and
affray.
Lovett allegedly stole a backpack and clothing from one man and a gold necklace from
another man while armed with a 20 cm long knife.
During his brief court appearance today Lovett hid behind the dock.
He did not apply for bail and Magistrate Ian McGrane remanded him in custody to reappear
in the same court on March 8 next year.
In July, the Federal Court banned Vizard from directing companies for 10 years and
fined him $390,000 over a series of improper share dealings while he was a Telstra director.
Vizard, 49, has admitted misusing his position as a Telstra director by using confidential
information to trade $850,000 in shares.

Satel and Cerberian Lead the Fight Against Online Pornography.
Business Editors/High-Tech Writers
SALT LAKE CITY--(BUSINESS WIRE)--July 19, 2001
Two Utah companies offer technology solutions to combat
one of the greatest challenges facing families, schools,
and companies today -- pornography on the Internet
As concern over the availability and effect of online pornography creeps closer to the top of Utah's list of critical issues, Cerberian Inc. and Satel Inc. independently offer easily implemented protections for homes, schools, and businesses.
Recently the Utah State Information Technology Commission, a legislative subcommittee, embarked on a campaign to evaluate the problem and recommend remedies.
On Thursday, July 19, 2001, the commission will hold the second of two meetings dedicated to evaluating the issues and solutions surrounding online pornography. At the meeting, which runs from 1-4 p.m., Satel and Cerberian have been asked to discuss commercially available programs designed to combat Internet pornography.
"Pornography can have a devastating effect on families and children," said Jeff Smith, chief executive officer of Cerberian Inc. "Our mission is to give parents a simple yet powerful means to protect family members from inappropriate Web sites. Additionally, our service allows companies to protect the investment they've made by granting enhanced control over how employees use the Internet."
"Satel is pleased to have helped Cerberian prove the technical viability of the Cerberian Internet Manager," said Kib Pearson, president of Satel Inc. "Now that the service is in production, we plan to offer it as a companion to our own e-mail filtering solution to every organization that uses our HardNOC data center.
"It's exciting to see technology in place that allows all the good that the Internet offers to rise to the top while skimming away all the bad."
In a long-standing relationship, Satel partnered with Cerberian to develop the first prototype of the Cerberian Internet Manager and currently hosts the service in its HardNOC data center.
Upon proving the feasibility of the Web-based, intelligent, and highly flexible solution, Satel moved into offering Cerberian Internet Manager as a companion to its own e-mail filtering service for managed services customers.
Cerberian Internet Manager
Cerberian provides families and businesses with a simple solution that helps them responsibly manage, protect, and serve their Internet experience. Cerberian Internet Manager addresses the primary concern of home Internet users -- the safety of family members.
It also deals with the four key Internet abuse challenges facing businesses today: liability, safety, loss in productivity, and drain on bandwidth. Cerberian Internet Manager is a scalable, easily managed, and simply deployed solution that moves Internet management beyond simple blocking and filtering by proactively evaluating the content of requested URLs.
Cerberian technology determines the site's appropriateness before allowing a user to view it.
Cerberian is an online, subscription-based solution (hosted in the Satel HardNOC data center) that blocks inappropriate sites and reports to parents on the family's use of the Internet.
Instead of purchasing off-the-shelf solutions that are based on ineffective first-generation filtering methods and require installation and frequent upgrades, parents can simply sign up online for Cerberian's monitoring and blocking service, which provides the most broad and accurate filtering available today and allows parents to customize filtering parameters according to preference.

HALF OF U.S. POPULATION NOW HAS INTERNET AT HOME.(Tech)
For the first time, more than half of the U.S. population can access the World Wide Web at home, according to new data that underscore how central the Internet has become to the daily lives of most Americans.
Fifty-two percent of the population had home Internet access in July, according to Nielsen NetRatings, an audience measurement service.
The number of people with home access rose 35 percent during the past year, from 106.3 million in July 1999 to 144 million last month. But only 88.2 million, about 61 percent, of Americans with access actually surfed online.
Falling personal-computer prices and competitive rates for high-speed Internet access are driving demand for Internet access, said Sean Kaldor, NetRatings Inc.'s vice president of e-commerce.
The average user spent 9 hours 41 minutes online in July 2000, a 26 percent increase from July 1999 when users spent an average of 7 hours 39 minutes online.
And while average page views per month doubled over the past year, from 353 to 709, the average number of sites that users visited declined from 12 to 10 in the same period.
``This means the barrier to entry is higher for new Internet ventures as companies vie for surfers' attention,'' Kaldor said. ``This underscores the power of branding online, as companies like Amazon.com have effectively leveraged their brand to amass a captive and loyal audience.''
